Floating world - a compromise between warring states

Australia’s national capital is a strange floating world by a mountain lake. Reflecting the dream-like nature of the city, the lake is not a real one and the city is a compromise between warring states.

It’s a large regional town on the roof of Australia that happens to be the capital city. As a result it has facilities and features not found elsewhere in Australia. The nation’s capital is a contradictory mix of a place to work—which just happens to run the country, or at least thinks it does—and a place to live. The two often do not coincide. I suppose for some the public service is just a version of the local meatworks.

For those who live there it’s home, as distinct from the elected representatives or those whose home is in other parts of the country, all of whom just pass through, admiring the view. If you like the quiet and the cold during winter, it’s better than that.

Flying to somewhere like Townsville or Cairns can be a major exercise, because it’s a case of flying from one regional centre to another – it helps to remind the nation’s leaders of the state of transport in rural areas.

That’s life in the nation’s public service and the nation’s capital well into the second decade of the 21st Century. How much good it does can be hard to tell. Sometimes an outsider might wonder whether public servants work in an area full of dysfunctional organisations—and that’s just the government ones. Thankfully, when everything comes together, worthwhile things can occur and they can occur right across Australia.

In these corridors of powerlessness, public servants sometimes may help change the world for the better—sometimes they may do the opposite. Government may change but the public service remains—this can be both good and bad, with its mix of continuity, inertia and rigidity, tempered by the desire to deal with the big issues facing Australia.

A spirit of innovation, a willingness to take risks (because, like it or not, everything is risky), openness to wider currents and a broad strategic vision are something to aspire to. These depend partly on the public service, but as much on the politicians they serve and the voters who put their faith in them. Optimism about Australia's ability to deal with the major issues it faces over the next few decades is a work in progress.

Valuing the intangible
