Arts funding changes on the run – doing less with less

‘The announcement by new Arts Minister, Mitch Fifield that he will step back to a degree from the decision of his predecessor about national arts funding is a good call – but not good enough. This is what happens when there is no policy framework or set of strategic principles guiding changes to programs or development of new programs. Flexibility is an excellent thing and so are attempts to develop new programs to support areas that might not have been able to gain support before. The problem is ad hoc policy on the run is no substitute for carefully thought through changes. In a context where there have been significant long term cuts to arts and culture funding in the last two budgets, particularly the 2014-15 one, these changes only worsen the situation’.

The announcement by new Arts Minister, Mitch Fifield that he will step back to a degree from the decision of his predecessor about national arts funding is a good call – but not good enough. The original decision by previous Arts Minister George Brandis transferred $110 million over four years from the Australia Council to the Ministry for the Arts to create a new program, the so-called National Program for Excellence in the Arts.

Instead Fifield will only retain $78 million dollars over four years for the Ministry and return $32 million to the Australia Council over the same period. The problem is that the amount being retained  is almost 71% of the original amount, so the amount going back is not that significant.

This is what happens when there is no policy framework or set of strategic principles guiding changes to programs or development of new programs. We see chopping and changing, shifts of position for no apparent reason. Flexibility is an excellent thing and so are attempts to develop new programs to support areas that might not have been able to gain support before. The problem is ad hoc policy on the run is no substitute for carefully thought through changes. What happens is that, without an overall framework that provides a rationale and a guide, even well-intentioned attempts to fix a problem don't really ever succeed.

Is this in part another example of the problem identified this week by former Treasury heads, Ken Henry and Martin Parkinson. Decades of Government outsourcing and waves of redundancies have left much of the nation's public service unable to provide proper and effective advice to politicians and voters, with growing doubts about its ability to solve national problems. In a damning assessment of the state of the public service after years of political turmoil in Canberra they warned that the abilities of the bureaucracy have been dangerously degraded. As Ken Henry commented, ‘I seriously doubt there is any serious policy development going on in most government departments’.

It is a climate in which the great national resource which the public service represents is undervalued and in which public servants are not encouraged to think strategically or in policy terms. The practical implications are that serious mistakes are made by government and Ministers become exposed – though that may be exacerbated by their own shortcomings.

In a context where there have been significant long term cuts to arts and culture funding in the last two budgets, particularly the 2014-15 one, these changes only worsen the situation.

All along the problem has been that the transfer critically undermined the process which was already underway to call for and assess applications for six year funding for small arts and cultural organisations. These are the organisations which produce most of the interesting work, engage with the most people, have the widest reach and most diverse audiences and subject matter of all the arts companies. This funding was for the core operational funds which enable these organisations to exist and produce work and to get out and raise more money and build more support so they are viable long term.

As feared hundreds of arts and culture organisations across the country will still be denied access to the multi-year operational funding originally available – support that has been shown to be the key to sustainability and growth. No new money is being brought to the table so unless all the funds in the rebranded Catalyst program are directed into funding for small and medium companies, it’s a direct loss for that part of the sector.

Small to medium companies across the country are currently rushing to meet the 1 December Australia Council funding deadline for the a dramatically reduced four year program. The funding pool for this vital operational funding program seems to have been halved from $30m per year down to just $15m as a result of the cuts. The results will be shocking.

I personally don’t care whether these funds are with the Australia Council or the Ministry for the Arts but I do care what they support. The reality is that under the revised arrangements, as was the case with the Brandis changes, the most serious impact of all produced by the changes will still occur. Funding for the operations of small arts organisations from the Australia Council will still be drastically reduced and it will not be available from the new fund, renamed Catalyst and expanded in its scope to fund even more things with less money. How ironic that a catalyst is a something that produces a reaction but is itself unchanged permanently in the process.

The changes to national arts funding are already having an impact. Over the next few years this will amplify and we will see more and more small arts organisations go under. These changes will not stop that.

Election mode for Australian arts and culture – a policy-free zone?

Valuing the intangible
